She was born to Russian-Jewish parents in Cambridge in 1943. Kay was brought up in the North West of London in a Zionist tradition and became an anti-Zionist in later life. She received a B.A. in Sociology from Bristol University and an M.A. in Planning from the London School of Economics.<\/p>\n<p>Her first play <em>Welcome to Ramallah<\/em> (co-written with <a href=\"https:\/\/britishjewishtheatre.org\/?page_id=1294\">Sonja Linden<\/a>) premiered at the Arcola Theatre in London and the Theatre Royal in York in 2008. In 2014, she was executive director of the play <em>Who Do We Think We Are?\u00a0<\/em>which performed at the Southwark Playhouse.
